RICHMOND — The Virginia Department of Environmental Quality has imposed a $2 million fine on a chemical manufacturing facility in Hopewell for multiple air pollution violations spanning two years.
The enforcement action, announced by state regulators, covers violations that occurred between 2021 and 2023 at the plant located in the Tri-Cities region of southeastern Virginia. The company failed to comply with air quality standards designed to protect public health and the environment.
State inspectors documented numerous instances where the facility exceeded permitted emission limits for various pollutants. The violations included improper monitoring and reporting of air emissions, as well as operational deficiencies that led to excess pollution releases.

Under the settlement agreement, the company must pay the monetary penalty and implement corrective measures to prevent future violations. The facility is required to upgrade its air pollution control equipment and enhance its environmental monitoring systems.
The company has 30 days to submit a compliance plan outlining specific steps to address the deficiencies identified by state regulators. DEQ will conduct follow-up inspections to ensure the facility meets all air quality requirements.
This enforcement action is part of DEQ’s ongoing efforts to monitor industrial facilities across Virginia and ensure compliance with federal and state environmental regulations. The $2 million penalty will be deposited into Virginia’s Environmental Emergency Response Fund, which supports cleanup activities and environmental protection efforts statewide.
