A 26-year-old Alexandria man has been arrested and charged with involuntary manslaughter after allegedly providing fentanyl that led to a fatal overdose in Penrose, Arlington County police announced.

Angel Delcid was taken into custody following an investigation into the death of an unidentified individual who died from a fentanyl overdose in the Penrose area of Arlington County. Police have not released the victim’s name or age.

The charge stems from Virginia’s drug-induced homicide statute, which allows prosecutors to pursue manslaughter charges against individuals who provide controlled substances that result in another person’s death. Under Virginia Code Section 18.2-51.4, the offense carries a penalty of one to 10 years in prison.

Arlington County Police Department’s Major Crimes Unit led the investigation that resulted in Delcid’s arrest. Authorities have not disclosed when the overdose occurred or provided details about the circumstances leading to the victim’s death.

The case reflects a growing trend across Virginia as law enforcement agencies increasingly use drug-induced homicide laws to combat the opioid crisis. The Virginia Department of Health reported 2,190 fatal overdoses statewide in 2023, with fentanyl involved in approximately 85% of those deaths.

Fentanyl, a synthetic opioid that is 50 times more potent than heroin, has become the leading cause of overdose deaths in Virginia and nationwide. The Drug Enforcement Administration has warned that just two milligrams of fentanyl — equivalent to 10-15 grains of table salt — can be lethal.

Arlington County has implemented various harm reduction strategies to address the opioid crisis, including expanding access to naloxone (Narcan) and establishing overdose prevention programs. The county’s Department of Human Services provides addiction treatment resources and recovery support services.

Penrose, located in south Arlington near the border with Alexandria, is a predominantly residential area that has experienced challenges related to drug activity in recent years. The neighborhood sits adjacent to Four Mile Run and includes parts of the Shirlington area.

Delcid is being held at the Arlington County Detention Facility pending arraignment. Court records indicate he has been appointed a public defender, though the attorney’s name was not immediately available.

The Arlington Commonwealth’s Attorney’s Office will prosecute the case. Spokesman have not responded to requests for comment about whether additional charges may be filed or if other individuals are under investigation.

This marks the second drug-induced homicide charge filed in Arlington County this year, according to court records. Virginia prosecutors filed 127 such cases statewide in 2023, representing a 15% increase from the previous year.
